What is the Chelsea ¡Pa’Lante, Onward! Comprehensive plan?

Chelsea ¡Pa’Lante, Onward! is a Comprehensive Plan, a planning tool that provides a framework and roadmap for a city’s growth and development. The document is designed to inform decision-making regarding the city’s long-term physical development. Massachusetts state laws require comprehensive plans, which must include topics such as land use, housing, economic opportunity, natural and cultural resources, open space and recreation, services and facilities, and transportation and mobility.

This will be the first comprehensive master plan for the City since 1970. The plan will shape Chelsea’s future by setting a strategic vision and providing a coordinated roadmap for the community’s growth and development over the next 15 years.

What is a Comprehensive Plan?

A citywide comprehensive plan will help us shape and create:

• A statement of shared values
• A strategic and equitable vision and roadmap for the future of Chelsea
• A framework for implementation

This comprehensive plan will NOT:

• Provide a zoning rewrite, but it can tee up recommendations for change
• Generate detailed topic-area or place-specific plans, but it can create the framework and guidelines for future initiatives
• Decide exactly how local resources will be spent, but it can provide a basis for future decision-making

The plan will explore issues such as housing, land use, economic mobility and opportunity, environmental justice, recreation and culture, transportation and mobility, services and infrastructure, among others.

What is the approval process for Chelsea Pa’Lante, Onward?

Massachusetts law designates a community’s Planning Board as the body responsible for overseeing and approving the final plan. Chelsea ¡Pa’Lante, Onward! will additionally be presented to the City Council for comment and consideration of endorsement.
